Can you tell the main elements of innovation of the Specific Guidebook, according to Bez Granica?
This methodology will allow us, depending on the requirements of CEP initiators, to respond quickly and accurately to their requests, regardless of what stage they are currently in. Based on this initial framework we created AI based Assistant that is able to provide concise answers in natural language, so in that sense we are making easier to our visitors navigate through sometimes complex subject. This is first version of AI Assistant that will be updated during next phases of Discover project.
Also, we can provide lists of public authorities and external service providers that are important in this process. If there is some change, lists and data can be easily updated.
Why such tool is needed in Rijeka and/or in Croatia? How would Bez Granica use it?
In Croatia, (including Primosko-Goranska County and our town Rijeka), the installation of a large number of PV plants has only recently begun. Among the owners of these facilities there is no awareness about the opportunities they can have by joining CEP. Such a situation can be justified by the lack of examples of good practice, namely the small number of established CEPs, and the lack of any established community that exchanges energy between members.
The existence of such a tool is essential to help those individuals who decide to take the courageous (in Croatia it is very courageous!) venture of founding a community. It will also be necessary tool and great help in the One Stop Shop, which will provide information and help in overcoming obstacles for each of these initiators. Administrative, financial and other problems encountered by initiators will be significantly eased thanks to the existence of Specific Guidebook and AI Assistant.
