Course: DISCOVER the PILOT - 𝐈𝐭𝐚𝐥𝐢𝐚𝐧 𝐏𝐚𝐫𝐭𝐧𝐞𝐫 AGENA Teramo 𝐥𝐞𝐚𝐝𝐬 𝐚 𝐤𝐞𝐲 𝐰𝐨𝐫𝐤𝐬𝐡𝐨𝐩 𝐨𝐧 𝐑𝐞𝐧𝐞𝐰𝐚𝐛𝐥𝐞 𝐄𝐧𝐞𝐫𝐠𝐲 𝐂𝐨𝐦𝐦𝐮𝐧𝐢𝐭𝐢𝐞𝐬

Event Context and Institutional Commitment

The workshop “Renewable Energy Communities: A Comparative Overview of
Experiences and Models for Shared Energy”, promoted by the Province of Teramo and AGENA, was held with great success in terms of participation, recording a large and highly qualified attendance of local administrators, professionals, energy sector operators, companies, associations, and citizens.
The event was opened by the President of the Province of Teramo, Camillo D’Angelo, who clearly reaffirmed the institutional commitment of the Province to supporting and accompanying the development of Renewable Energy Communities. As highlighted by the President, this innovative model is capable of combining environmental sustainability with economic benefits, generating direct positive impacts for citizens, businesses, and local territories.

AGENA’s Role and Support Tools

Following this, AGENA’s Sole Director, Francesco Marconi, recalled how the Agency has been working in a structured and continuous manner for years on the topic of Renewable Energy Communities, going beyond mere dissemination and acting as an active partner in national and European projects. In particular, AGENA is involved in the national RENOSS project and the European DISCOVER project—initiatives aimed at spreading the culture of shared energy, training local stakeholders, and providing concrete support for the establishment and development of RECs in the territory. This path also includes the recent activation of the OSS Desk – One Stop Shop, an operational tool designed to support citizens, businesses, and municipal administrations in all phases of launching and developing a Renewable Energy Community. The OSS simplifies processes, connects the stakeholders involved, and facilitates the matching of energy supply and demand. Among the services offered by the OSS, the SHARE simulator – Simulator for Holistic Energy–Economic Assessment for Renewable Energy Communities – was also presented. Developed within the DISCOVER project, it allows for a preliminary assessment of the energy, economic, and environmental sustainability of an energy community.

Local Experiences, Challenges, and Future Perspectives

The presentations of local case studies highlighted the significant progress made by the territory in recent years, with growing expertise, more solid organizational models, and a substantial base of already operational renewable energy plants. While this production capacity represents a concrete asset for the development of Renewable Energy Communities, the main challenge now lies in expanding the involvement of “consumer” members to fully utilize the available energy. The mapping of existing plants through the REC Register and the pragmatic approach of the workshop confirmed that RECs are a mature and effective tool, ready for further growth through collaboration among institutions, territories, and citizens.
