The second part of the work focuses on the operational activities of AG.EN.A. S.r.l. within the DISCOVER and RENOSS projects, funded respectively by the European LIFE program and the Ministry of Environment and Energy Security (MASE). Through these initiatives, the Agency has implemented a single helpdesk based on the "One-Stop Shop" model, providing crucial services to facilitate the entry of eligible entities into existing RECs, support the creation of new ones, and streamline access to incentives for renewable energy installations. In conclusion, the paper reflects on the multiple regulatory, bureaucratic, technical, and informational challenges that currently hinder the widespread development of Renewable Energy Communities in Italy. It highlights that successfully overcoming these bottlenecks is inextricably linked to establishing a robust institutional and operational “enabling framework”, within which local energy agencies must play a primary and decisive role.
