The Brussels Contractors Meeting: Bridging Innovation and Policy for Renewable Energy Communities

Brussels, March 24-25, 2026 – The European capital recently hosted a pivotal Contractors Meeting, bringing together key stakeholders, policymakers, and innovative projects to shape the future of Renewable Energy Communities (RECs) across the continent. Among the protagonists of the two-day event was the LIFE DISCOVER project, which demonstrated how strategic methodology and cutting-edge technology can drive the energy transition.

Day 1: Synergies and the Sustainability of One-Stop Shops

The opening day, titled "Synergies/OSS Day," focused on networking and the critical role of One-Stop Shops (OSS). These hubs are essential for supporting RECs, yet a central theme of the discussion was their long-term viability: how can these centers remain operational and self-sufficient once initial EU funding concludes?

During the afternoon sessions, the LIFE DISCOVER project took center stage. Represented by Helmut Herglotz (Pixel Energy) on behalf of the Austrian partner and technical coordinator, the project’s complex nature was laid bare.

The event concluded with "Synergy Rooms," where LIFE DISCOVER solidified its role as a collaborator and strategic connections were established for future cooperation.

Day 2 | Policy Dialogue and the Regulatory Roadmap

The second day, "Policy Day," shifted the focus to the legislative framework. DG ENERGY presented the latest on the Citizen Energy Package, a significant step towards tackling energy poverty and helping EU countries implement the existing legislation.

Afterwards, the floor was opened to various projects actively seeking feedback to refine EU regulations on REC, revealing a landscape of both progress and hurdles. Key takeaways included:

Barriers to Implementation: Many participants highlighted difficulties with Distribution System Operators (DSOs), citing long permitting periods and connection issues as major risks to project feasibility.
Legal Clarity: There is an urgent need for better definitions of "energy sharing" and clearer rules on who can participate in a REC (e.g., the role of public universities).
Capacity Building: Projects like Energie Partagée and Tandem emphasized that while EU guidance is vital for convincing national governments, the high cost of feasibility studies and business planning remains a barrier.

The European Energy Facility addressed these concerns by outlining their objective to support the development of robust business plans. With 73 beneficiaries expected by July 2026 and a comprehensive map of OSSs across Europe, the facility aims to ensure "no country is left behind."

The role of DISCOVER

Using an interactive board, the technical coordinator of DISCOVER illustrated the consortium's unique challenges—navigating a diverse combination of partners—and its dual-track strategy: a cohesive approach at the project level paired with highly tailored implementations at the national level.

The audience was particularly captivated by the presentation of DISCOVER’s three core outputs:

The OSS Model: Scalable hubs for local energy support.

Advanced Services: Innovative tools to facilitate energy sharing.

The audience was particularly captivated by the live demonstration of the Croatian AI agent service, one of the 4 advanced services created by DISCOVER. This tool, trained on extensive local knowledge, provides 24/7 human-like interaction, effectively turning the Croatian OSS into a round-the-clock support system. The interactive nature of the demo sparked significant engagement, proving that AI can be a game-changer for community outreach.

LIFE DISCOVER proved that it is not just following the transition—it is actively providing the blueprint for its success.
