The One-Stop Shop Business Model for Energy Communities

The One-Stop Shop (OSS) business model responds to a very practical challenge: energy communities want to develop renewable energy projects, but the journey from idea to implementation is often too complex, fragmented, and risky. Legal uncertainty, technical choices, financing hurdles and administrative burdens discourage many initiatives before they even start. OSSs exist to remove these obstacles by acting as a single, trusted entry point that simplifies decision-making and supports communities throughout the entire project lifecycle.

From a business perspective, the OSS model aims to lower entry barriers, build trust, and ensure continuity of support. It transforms a confusing ecosystem of regulations, suppliers, financiers and authorities into a coordinated process, reducing transaction costs and perceived risks. At the same time, it seeks to be economically viable by combining public funding, service revenues, partnerships and economies of scale, allowing support services to persist beyond short-term project funding.

Why the OSS Business Model Is Effective: ECOEMPOWER as a Reference Framework

The OSS business model works because it aligns the interests of citizens, market actors and public authorities. For communities, it offers clarity, neutrality and long-term guidance through a single interface. For service providers, it aggregates demand and creates a more predictable pipeline of projects, improving efficiency and quality. For policymakers, OSSs act as operational tools that translate energy transition strategies into concrete, local action.

A key strength of the model is its flexibility. OSSs can operate purely as advisory hubs, as coordination platforms, or as more implementation-oriented structures, depending on local market maturity, regulatory frameworks and institutional capacity. This adaptability makes the model relevant across very different regional contexts.

ECOEMPOWER is used as a methodological reference rather than a project narrative. Its main contribution is demonstrating that successful OSSs require early stakeholder mobilisation, a clear strategic plan, defined governance, and phased service development, treating the OSS as a long-term structure rather than a temporary initiative.

How the OSS Business Model Works in Practice

In operational terms, the OSS sits at the centre of a local ecosystem and coordinates actors rather than replacing them. It follows the typical lifecycle of an energy community project: early orientation and awareness-raising; feasibility and technical–economic assessment; support in accessing funding and incentives; coordination of implementation; and post-installation follow-up.

Rather than offering isolated advice, the OSS accompanies projects over time, ensuring continuity, quality control and compliance. This lifecycle approach distinguishes OSSs from traditional information desks and is a core element of their business logic. However, not all OSSs provide all services at once, but the business model allows gradual expansion as capacity and demand increase.

Long-Term Sustainability and Replicability

The OSS business model is sustainable in the long term when it relies on diversified revenue streams and stable institutional embedding. Models that combine public support with paid services and partnerships are more resilient than those dependent solely on project funding. Importantly, the model is highly replicable: while services must be adapted to local legal and market conditions, the core logic—single entry point, lifecycle support and coordination—can be transferred across regions with relative ease.
