Launch & Service Overview

In July 2025, the Association Without Borders, within the DISCOVER LIFE project, opened Croatia’s first Citizen Energy Projects One Stop Shop (OSS) at the Drenova Community Centre in Rijeka. The centre has been an active community space since 2012, and since 2020 has incorporated civic energy themes. The OSS expands local services by providing support to emerging Citizens Energy Projects (CEPs).

The OSS operates via a physical office, tailored consultations, educational materials, and coordination with public institutions and suppliers.

Innovation & ECASS Platform

A key feature of the OSS is ECASS (Energy Community Analysis and Simulation Services), a digital tool for collecting consumption and production data, simulating energy flows, and monitoring project development over time. It supports investment planning by modelling surpluses and deficits and includes long-term financial projections.
